User story #5610: Add a "deprecated" attribute and notice for Technique version
Add deprecated tag for all non last version of Techniques

We want to deprecate ALL non last version of techniques.
So all these techniques metadata must have the tag "deprecated" (see #5610).
=> decide with Jon what text to use as message and exactly what techniques should be deprecated (certains Techniques should be completelly deprecated)
=> update all techniques metadata with the correct tag (certainly with a script)
