ncf's logger_rudder broken due to old commands: promise that came back during a git merge
Description
#5598 changed the way classes are canonified in logger_rudder to stop using a command, and use CFEngine variables to do the same job.
Unfortunately, when #5686 was merged, this re-added the commands promise into this bundle. Since the command was a variable, and no longer defined, this always defined an error class, causing the logger_rudder to never work.
