Description
If a Rule was not applied anymore by a Node we used to say that there was a changed in that RUle and it should be updated
We changed that behavior in #6619, but a test is failing after that fixes wa merged
We should fix that test

This bug has been fixed in Rudder 2.11.11 and 3.0.5 which were released today.
