We should use /etc/default as a user configuration reference instead of /opt/rudder/etc

Description

Currently, we use /opt/rudder/etc/{rudder-jetty.conf,rudder-slapd} to alter those daemons configuration. This is not POLA, we should do the reverse: use /opt/rudder/etc as "our" configuration base, and /etc/default as user configuration supplements
