Impossible to create Technique with technique editor on CentOS

Description
After installing Rudder 3.1.4 on Centos6, i cannot save the techinques throught the technique editor
Root cause is: no home directory created for user ncf-api-venv
Creating the home solved the issue
Happens on 3.1.4, may happen before

- Status changed from New to In progress
- Status changed from In progress to Pending technical review
- Assignee changed from Vincent MEMBRÉ to Matthieu CERDA
- Pull Request set to https://github.com/Normation/rudder-packages/pull/786
- Status changed from Pending technical review to Pending release
- % Done changed from 0 to 100
- Target version changed from 2.11.17 to 3.1.5
- Has duplicate Bug #7366: Error when add new technique added

- Status changed from Pending release to Released
This bug has been fixed in Rudder 3.1.5 which was released today.
