rudder agent {run,update,inventory} should activate ncf's verbose output with -I switch

Description
The -I switch, for "inform" enables CFEngine's terse information messages. I propose that it also defines the "debug" class to CFEngine, which causes ncf's default logger to display extra reports like this:

R: [DEBUG] Promise kept, not doing anything: Ensure that service rudder-jetty is running
