Tests should run ncf in "debug" mode to have more output to make it easier to analyse test failures

Description
By passing "-D debug" to the cf-agent run that runs tests, ncf will output more information about what bundles are called, success/repaired etc. This is useful to debug failing tests and should be set by default.
