Add calls to local API in rudder server commands - backport to 3.1

Description
#7868 added two new very useful commands:
rudder server reload-techniques
rudder server reload-groups
Once they have been tested a bit and proven to work OK, I think we should backport them to 3.1, like we did the rudder agent * commands (see #7773)

This bug has been fixed in Rudder 3.1.9 and 3.2.2 which were released today.
