When a relay propagate promises, it seems he's doing backup of previous promises in the modified_files folder

Description
On a relay, modified_files folder is getting huge with a lot of promises files, from the promise propagation
This is useless, and make promise copy too slow. This should be removed
Targeting 2.11 has it has impact in the delay of propagation of promises, and can be a really big issue
