Description

When ncf tries to report, it reads rudder_expected_reports.csv which doesn't exist during initial promises.

error: Unable to open template file '/var/rudder/cfengine-community/inputs/rudder_expected_reports.csv' to make '/var/rudder/cfengine-community/state/rudder_expected_reports.4308.csv.tmp'

We should have an empty one in the package to avoid the error
