logger_rudder evaluates at each call the expected_reports_temp file
Description
Since the change of implementation for logger_rudder where we recreate the rudder_expected_reports.${this.promiser_pid}.csv file at each run, logger_rudder will evaluate at each call the content of the temp file due to invalid class condition:
logger_rudder_temp_resfile_repaired is always set
impact: run are slower
we ought to change this class condition in a proper way

This bug has been fixed in ncf version that comes with Rudder 3.1.15/14 and 3.2.8/7 which were released today.
