Description

We skip the fist ncf report because we take to much time to get the correct data. We should do thins earlier (replace final_resfile_exists by logger_rudder_final_resfile_repaired).

This bug has been fixed in ncf version that comes with Rudder 3.1.15/14 and 3.2.8/7 which were released today.
