This ticket is for the storing of tags (key=value) for Directives and Rules
It will be stored in the LDAP directory, with the "tags" attribute, as a JSON entry
Caution - there is already an attribute "tag" on rules, which is the rule category....
We need to be able to add/remove/update individuals tags independently or the others
