Allow to set "id" for new "category" records

Description
Unlike methods for create "Rule","Directive","Group", API's for "Group category" and "Rule Category" creation does not allow to set custom id.
This makes inconvenient syncing parts of rulesets between two Rudder instances.
While not just to accept id in appropriate PUT requests? It looks that such a minor improvement breaks nothing.

That seems a really good idea.
I feel dumb we did not think about that (maybe because rule categories are "second class citizens" in Rudder, and we focus less on its behavior)
