Merge rudder-reports into rudder-webapp

Description
This is a (big) architecture ticket whose goal is to clean rudder server package, so that the behavior is consistent on rpm and dpgk, and third parties integration (like Docker) are possible.
One of the main task will be to extract all pre- and post- install commands into scripts, and manage services (and their dependencies) so that the installation is resilient and more predictible.
