Description
I try to use directive MOTD, but letters that have accents are not included in the MOTD. Effectively, they are replaced by characters like @. I think it's problem with UTF-8.

This technique is no longer available with the windows plugin since we dropped the cfengine windows support.
Still, we should make a new technique to manage MOTD on windows.
