Since we are working on a windows-dsc prototype we need a way to create a platform quickle based on this prototype

Repo is currently on our current ci, inside a prototype folder, inside of release folder (for build reason ... )

We must adapt rudder-setup so it support using a protoype ci/prototype/<prototype-name>
