keep state of menu (open/closed) in Rule page

Description

Categories and filters sections are opened when reloading Rule page.

If the user has closed them before, it is quite confusing for him to get it back opened when going back to the same page.

We could keep in localStorage the status of the menu and use the stored value to determine if it should be open or not at reload
