Description

In Rudder 5.0, for new installs, Techniques will be automatically upgraded
However, the behaviour won't change for upgraded instance (Rudder 4 -> Rudder 5), as it is a breaking change (user may have patched techniques, and they may not want to break this behaviour)

rudder server upgrade-techniques command will take care of setting the option to automatically upgrade, and will have a command to update techniques based on this value. Post inst will call (in 5.0) this command to take care of the update
