Declare some regular user in rudder-users.xml
Additionnaly declare some ldap user in rudder-users.xml
Regular user cannot connect
Additional user have no right at all
Maybe a documentation is missing on how to do that

I'm upgrading to "major". It may be disruptive (for ex if ldap is down => no workaround whereas it was supposed to be able to have one).
