Add generic methods to manage file/directory ACLs

Description
Quite similar to #14514 but way easier.
Each generic method will only define one ace, and will be decline when possible in "_absent"|"_present".
Ex: permissions_acl_user_present to define an ace on files for a given user, and permissions_acl_user_absent to remove all ace of the user on the file.
