Add support for multi-OS benchmark

Description

In CIS there is many different benchmarks, each of them target only one OS at a time.
We should then be able to build CIS based on a directive database and the pdfs for a given benchmark.

The tagging system must also be changed since we will now try to only use a tagging like:

cis-debian9: 1, 1.1, 1.1.2, 1.1.2.1 which will give the info on supported OS and benchmark-specific items
