Add JSON support for global parameters

Description
To be consistent with node properties and allow global structured data variables.
- Assignee set to François ARMAND
- Target version changed from Ideas (not version specific) to 6.1.0~beta1
It's also need to be consistant with group properties.
Moreover, global parameter values must be automatically inherited and overriden as if they were defined in a super group with all nodes, parent of all groups.

This bug has been fixed in Rudder 6.1.0~beta1 which was released today.
