Description
In some cases we need to only upgrade a package if it is already installed on the machine, and the current methods and techniques do not allow this easily.

When the package is present but need an upgrade, we get an error => see subtaks ticket.

So, the error is an error only for packages with an epoch, and it seems we must have had it since always (see #19033 for details). This is not blocking and will be corrected in a latter version.

This bug has been fixed in Rudder 6.1.10 and 6.2.3 which were released today.
