Broken technique resources in drafts

Description
Upload works but the resources don't appear in the editor.
- Target version changed from 7.0.0~rc2 to 7.0.0~rc3
Seems that there is a typo in URL api
Currently :
secure/api/techniques/draft/{id}/1.0/resources
"draft" should be "drafts"
- Status changed from New to In progress
- Assignee set to Elaad FURREEDAN
- Status changed from In progress to Pending technical review
- Assignee changed from Elaad FURREEDAN to François ARMAND

- Status changed from Pending technical review to Pending release
- Related to Bug #20486: Resources in drafts are not displayed and saved added
- Status changed from Pending release to Released
This bug has been fixed in Rudder 7.0.0~rc3 which was released today.
