With limited user rights, the top sections of the menu are still there, and 404 when we click on it

Description
I have a limited user with node rights to the Utilities section in 7.0
Here is the menu I have
Clicking on "Utilities" does 404
Files
- Target version changed from 7.0.2 to 7.0.3
- Target version changed from 7.0.3 to 7.0.4
- Target version changed from 7.0.4 to 7.0.5
- Target version changed from 7.0.5 to 7.0.6
- Target version changed from 7.0.6 to 7.0.7
- Target version changed from 7.0.7 to 7.0.8
- Target version changed from 7.0.8 to 1002
- Target version changed from 1002 to 7.1.7
- Target version changed from 7.1.7 to 7.1.8
- Target version changed from 7.1.8 to 7.1.9
- Target version changed from 7.1.9 to 7.1.10
- Target version changed from 7.1.10 to 1016
- Target version changed from 1016 to 7.2.5
- Target version changed from 7.2.5 to 7.2.6
With role "node_all" I only see "Node management" menu
Can you give us the exact values for the role that you used to reproduce the problem
- Target version changed from 7.2.6 to 7.2.7
- Target version changed from 7.2.7 to 7.2.8
- Target version changed from 7.2.8 to 7.2.9
- Target version changed from 7.2.9 to 7.2.10
- Target version changed from 7.2.10 to 7.2.11

- Status changed from New to Resolved
There was several pass of enhencement on that since 7.0, and we should be ok-ish now. If a new error case is found, please open a new ticket with the exact:
- roles of the user,
- menu present that leads to an error,
- error message in webapp log/js log (not always the same depending of the type of error right)
- Target version changed from 1046 to 7.3.8
