Add a "all" keyword for export API in place of listing UUIDs of rule/directive/etc

Description
Sometime, you want to export of rules & dependencies from one rudder to an other, for ex in QA <-> PROD synchronisation.
In that case, having to list all rule UUIDs is extremelly cumbersome. We would like to have access to an all
keyword meaning "all non system object":
