Add a way to set a message if "change audit logs" setting is enabled

Description
Since the rewriting of the rules interface in version 7.0, it is no longer possible to enter an explanation message when saving changes to a rule. This is a regression
- Related to Bug #22895: When adding a directive to a rule we cannot add event log anymore added

This bug has been fixed in Rudder 7.3.6 and 8.0.0~beta2 which were released today.
