We should not be able to install package on wrong OS

Description
It is a recurrent problem. User can install rudder-agent Debian 11 package on Debian 12 without clear error.
Ideally, when should not be able to do that, or at least show a clear error message with actionable solution.

So, the first step and why it's P1 is to see if we can do something on that, and how hard/impacting it would be to change that. It would enhanced UX a lot.
