Rule detail compliance has no indication that it is loading

Description
On the load test platform, the Directive/Nodes are empty as long as the compliance is not loaded, so it seems that it doesn't apply
After 10s it shows up correctly; and so we get the actual value
We need something that shows that is loads

The very first version of that is to JUST write "loading" in place of "no report" until the page is loaded, because here, it's HUGELY deceptive.
This leads users to belive false information.
