When updating Technique library, Directive are not saved in the configuration repository

Description

When Technique library is updated, Rudder launch a process to update Directive if the technique has changed.

The directive is modified in the LDAP, and the xml files in the repository are changed, but the commit is not made.

That commit should be made.

It happens in 2.5.0RC1, but it should happen in 2.4, and maybe in 2.3, but I have to test it before.
