Technique 'Manage files and folders': Add local copy action

Description
In some cases it is useful to allow maintaining local copies of files. This is for cases where dropping a symlink wouldn't work e.g. for security reasons (like cron.d files).
Attaching a set of patches that implement that feature. The first just copies fileManagement 1.1 to 2.0, the second actually implements the local copy action. (split this way to make review easier)
