Description
At the end of 3376, we have global parameter, but not within Workflow
This ticket takes it up where 3376 ends, to make the Global Parameter workflowable

I have to change the serialization and unserialization format

ha, there are some points that are not valid:
- the name is not displayed in the diff
- the Global param is not unfolded in the change request
- the global param add is not displayed in the table
- in the popup it should read "submit for validation"
