Disabling workflow functionnality should disable change request, however a log about change request is still displayed

Description
When saving any change in rudder with workflow disabled, a log is displayed telling that a change request is saved and deployed.
This should not be displayed:
2013-11-07 19:26:24] INFO changeRequest - Saving and deploying change request 1
- Category set to 39
- Assignee set to Vincent MEMBRÉ
- Priority changed from N/A to 4
- Target version set to 2.6.9
- Status changed from New to Pending technical review
- Assignee changed from Vincent MEMBRÉ to Nicolas CHARLES
- Pull Request set to https://github.com/Normation/rudder/pull/366
- Status changed from Pending technical review to Pending release
- % Done changed from 0 to 100

This bug has been fixed in Rudder 2.6.9 which was released today.
