OK, we need a name. I suggest we go with "Enable change audit log".
At the same time, let's clarify the explanation text in the "Policy server settings" screen, by replacing this:
If enabled, prompt users to enter a message explaining the reason for each configuration change they make.
With:
If enabled, prompt users to enter a message explaining the reason for each configuration change they make.
These messages will be stored in each [Event log](make this a link to the Event logs screen) and as the commit message for the underlying git repository in /var/rudder/configuration-repository [IIRC this path is configurable, so use the parameter, not the literal string]
