Description
When we edit a rule, we get the tree of all categories/techniques and all categories of groups, even for techniques without any directive (or category without groups) - what is of no use for that screen.
We want to display ONLY Technique (and their categories) with Directives and ONLY category of groups with actual groups.

This bug has been fixed in Rudder 2.9.0~rc1, which was released on Friday 13/12/2013.
