Do we need to have a change request for directives based on modified technique ?

Description

In #4289, we added an "auto-save back directive for modified technique when the technique library is reloaded".

We are wondering if these save should start a workflow with a change request, given that without that modification being saved, promise generation and reporting may be broken.
