Parameters tab is too small in Directive edit form and should fit the browser size

Description
The Directive Screen has been modified to improve readability.
However, there are still some improvement that could be done:
- diminush the "About this Directive" zone. If the tree is closed, it take a sizeable chunk of the screen
- augment the maximum size of the Parameters zone, so that we can see more info at a glance

So, removing whitespace is HARD, because everything is entangled together, and so removing whitespace here breaks other completly unrelevant diffrent parts of Rudder.
I'm starting to believe that the "Cascading" part of CSS is as bad as the inerithance part of object oriented programmation. Just to say, the work to clean up Rudder aspect seems to be a global task, to do in one pass (with something like a lot of hours to spend on it).
