Rudder should not complain if the license file for CFEngine Enterprise is not present

Description
Most of users are using Rudder without Enterprise, so the presence of the license file should not be enforced so strictly.
Now, if the licenses file (basically a dummy file) is not there, the web interface fails to start (but a dummy file is created by the packaging)
we should nicely ignore the non-existence of this file

Please also remove the corresponding line from the rudder-init.sh script.

Nico, what seems the best? Open a new ticket for removing the line from init script, or just correcting it while the release is not done ? I think it's better if the whole change is tracked here.
