When a modification on a Directive concerns the Target Rule list, the change request are only visible on the Rules which can be surprising

Description
The new functionnality to apply a Directive on several Rules is useful but with the Workflow enable, the change imply to validate a change request. Nevertheless, the change request does not appear on the Directive but on the Rules which are affected by the modification.
Even if it seems logic, an user will be surprised by not having a change request on the Directive screen as it is from there that the modification has been made.
At least, a warning should be made for the modification on the Target Rules tabs into the Directive modification screen.
