User story #4550: Add a new kind of reports: report the fact that there was nothing to do instead of reporting a success

in node/rule compliance detail, when promises are not applied yet, 'reports.severity.Applying' is displayed as compliance state

Description

When a compliance is still waiting for application, it should be displayed as "Applying" instead of "reports.severity.Applying"

It was introduced by 28498e32 from #4552
