Rudder tools

At the top just put one or two links to what are rudder and vagrant.
Next must be an as small as possible howto like this one https://www.rudder-project.org/site/get-rudder/vagrant/
Do not forget to specify that vagrant 1.0 is too old (1.4 min I think)
Change the example to use ubuntu instead of debian (more stable box url)
