Time synchronization is required for reporting ?

Description

Hi,

I've had an issue with two nodes that weren't showing any reporting on rudder.

The promises were correctly fetched and cf-agent seemed to work fine ("Last seen" column in rudder was updated regurarly). Tcpdump on the relay showed log messages being received from them on port 514, but they were stuck in "no report" mode.
I checked and their time was messed up (one hour earlier than other nodes and the server). So I unchecked the checkbox "Require time synchronization between nodes and policy server", but this didn't change anything (still no report).
I finally fixed their time, and reporting immediately showed up.

Any chance that this "time sync" checkbox in the admin panel could affect rsyslog as well, so reporting shows up?
(or at least, show a warning somewhere, or document the requirement?)
