When we upgrade rudder-webapp, the file rudder-password is updated, changing the password of all major components

Description
Upgrading rudder-webapp cause the fiule rudder-password.conf to be updating, and it breaks all component for a limited amount of time
Unfortunately, this is at the moment when we send new inventory to get the roles of the system, so it breaks some components on 2.11 until next inventory (that is midnight)

I see that the passwords are only supposed to be regenerated during rudder-init, and nowhere else. The only possibility is that the packaging replaces rudder-passwords.conf blindly during upgrade, but it is highly unlikely as in both debian and el packaging the file is declared as a configuration file.
Can you please tell me what is the content of the file when it is freshly replaced and breaks everything?
