Packages are not updated correctly on redhat based systems

Description
Since we are often missing the package_update_command in our technique, the result of upgrading package is to remove and install them. Since can be quite problematic for some packages with dependencies

This bug has been fixed in Rudder 2.6.19, 2.10.7 and 2.11.4, which were these days.
