Description
Every time Rudder edits a file it adds a header, but due to a cfengine bug (https://cfengine.com/dev/issues/1525) at each run it adds a new one if the header is multi lines
This has been fixed in branch 2.10, but need also to be fixed in 2.11 (the patch is slightly different)
