Description
Both #5809 and #5576 introduce new system variables for the common and server-roles techniques. However, neither of them remembered to declare these system variables in the metadata.xml files for those techniques. This causes the values not to be included in generated promises, and in effect, for the heartbeat feature to not work, and the metrics to always be disabled.
