Rename meta techniques in the technique tree

Description
Rudder stores by default the techniques from ncf builder in a "meta techniques" category.
Meta techniques should be rename to something more explicit like "ncf techniques" or "User techniques"
- Target version changed from 3.0.0~beta2 to 3.0.0~rc1
- Target version changed from 3.0.0~rc1 to 3.0.0
- Target version changed from 3.0.0 to 3.1.0~beta1
That's harder than it seems, especially for migration. Some thought have to be to not broke everything. Next version.

- Target version changed from 3.1.0~beta1 to 3.2.0~beta1
- Category changed from Architecture - Code maintenance to Web - UI & UX
Just relabel it in the display to "User techniques"
- Target version changed from 3.2.0~beta1 to 3.2.0~rc1
- Target version changed from 3.2.0~rc1 to 3.2.0~rc2
- Target version changed from 3.2.0~rc2 to 3.2.0
- Target version changed from 3.2.0 to 3.2.1
- Status changed from New to Rejected
- Is duplicate of User story #6618: change the name of techniques category to "User Techniques" instead of "Meta Techniques" added
