Proposal: make disabled agents visible in the web ui

Description
Would it be easy to make something in the web ui to see which agents have /opt/rudder/etc/disable-agent file in place?
Or, even better, to be able to en-/disable agents from the web ui? The reason i ask is.. i just found accidently an agent
which was disabled (on purpose). I forgot about it and no one told me it was there :)

Don't know if it is easy, but seems like an excellent idea.
We already have most of the logic in the background (we did had, a long time ago, a big red button disabling all agent - but the granularity was bad).
In all case, it is something we do want in the long term.

We can now disable agents on server side.
There is now simple way to display local disable status as the way we disable the agent means we don't have an easy way to send invofmation to the server.
