Put ncf error logs in /var/log/rudder/error.log instead of default error log.

ncf is run by apache from the file /etc/apache2/conf.d/ncf-api-virtualenv.conf
This file defines a global environment that is available on all virtualhosts, thus it logs its errors on the global error file.
ncf should not force its user to do that.
We should instead provide a generic configuration file that is not included by default in apache's configuration and let the final user (here Rudder) include it where he want, ie in a virtualhost or globally.
